An FBI special agent currently assigned to the bureau's terrorism investigation has filed a complaint with the Justice Department charging that the bureau and the Justice Department have mishandled and interfered with certain aspects of the probe.

"Based on the evidence, the FBI Special Agent believes that if certain investigations had been allowed to run their courses, Osama bin Laden's network might have been prevented from committing the September 11, 2001 terrorist attacks which resulted in the deaths of nearly 5,000 innocents," announced Judicial Watch in a press release Wednesday.

The Washington, D.C.-based legal watchdog group is representing the special agent, who came forward on condition of anonymity. Also joining the case as co-counsel is former lead House impeachment prosecutor David Schippers.

Judicial Watch hasn't said which cases the FBI whistleblower has singled out, but Justice Department critics have complained about the case of Zacarias Moussaoui, suspected to be 20th hijacker, who was unable to join the Sept. 11 plot because he had been jailed for violating U.S. immigration laws.

Suspicious flight instructors in Norman, Okla., notified the FBI last summer after Moussaoui asked to learn how to fly a jumbo jet without any takeoff and landing instructions.

By Aug. 28, French intelligence had informed U.S. officials that Moussaoui had ties to Osama bin Laden. But the FBI was unable to persuade the Justice Department to issue a warrant to search his computer, and Moussaoui sat in jail until Sept. 11.

After the Twin Towers and Pentagon were attacked, the Justice Department allowed Moussaoui's computer and home to be searched. They found evidence indicating he had been studying wind dispersal patterns and cropdusters, much like 9/11 terrorist ringleader Mohamed Atta.

The FBI whistleblower is also alleging that he has suffered on-the-job retaliation for speaking out.

Judicial Watch has asked the Justice Department to commence an independent investigation into its client's claims.
