- For the last half a century, the Mossad have been VERY

- Thank you for your interest in the Israel Citizen Information
Council (ICIC), an independent project of Yisrael B'Aliya (chaired by
Minister Natan Sharansky). The purpose of the ICIC is to assist in efforts
to explain Israeli life from the vantage point of the average Israeli
citizen. Towards that end, the ICIC hopes to enlist Israelis from all
walks of life to participate in its various projects. Our primary efforts
overseas are focused in North America, although we hope to expand to other
areas as well.

- While a number of activities are planned, we will initially
stress the following:

- * Training speakers and organizing speaking engagements
and media
- appearances abroad
- * Hosting visiting groups from abroad for informal evenings
- * Providing assistance and guidance for individual and
groups involved in
- hasbara and advocacy campaigns
- * Encouraging participation in media "watch"
groups
- * Providing a resource to the foreign media outlets for
Israeli grass-root
- opinion and experience
- * Supporting the activities of student groups advocating
pro-democracy,
- human rights and anti-terror messages.
- * Forming liaisons with individuals, communities and
public officials
- overseas through e-mail and personal contact
- * The "Israel minute" - encouraging Rabbis
abroad to focus sixty seconds on
- Israel before each sermon.
- * Providing information and "alerts" to support
the above activities

- The ICIC will engage in these activities through liaison
with communities
- outside of Israel. Our goal is to provide diversity to
official Israeli
- government positions by using citizens from all walks
of life and
- political persuasions. Our "citizen diplomacy"
allows the presentation of
- Israeli thinking as represented by the grass roots.
ICIC speakers are
- academicians, professionals and community activists
who can provide
- communities with an authentic voice reflecting the mainstream
in Israeli
- opinion.

the ICIC to complete. While non-Israelis are welcome to join, all formal
presentations will be by Israeli ICIC members. Once these forms are reviewed,
we will be announcing the times and sites for our orientation meetings,
where members will be invited to hear details of our plans and to begin
the process of participating in ICIC's efforts.

element of our "Citizen Diplomacy" campaign, members who do not
travel will also serve important functions in writing, organizing, researching,
advising and hosting projects that we will be sponsoring.
