- MOSCOW (Reuters) - U.S. Undersecretary
of State John Bolton, speaking after talks with Russian officials, told
reporters Tuesday he had been unable to convince Russia to back a U.S.-backed
resolution authorizing force against Iraq.

- "I didn't detect any shift in their position,"
he told a news conference after two days of talks in Moscow.

- "But the nature of diplomacy is frequently that
you have to give your message, and receive a message back and there is
further consideration.

- "Today is not the first and I am sure it is not
the last of the diplomatic discussions."

- Russia has backed a French counter-proposal calling for
U.N. inspectors to be given at least four extra months to look for weapons
of mass destruction in Iraq.
