SCLP Chairman responds, "South Carolina Public Debt story is a fraud!"
 
(Columbia) The story ran in most newspapers across South Carolina. The headline, Government owed $10.1 billion in 2002, nearly double level only 4 years earlier. But according to Chris Panos, South Carolina Libertarian Party Chairman, the CAFR Network http://cafrman.com/Articles/Art-SC-S1.htm reports that the State of South Carolina at the State-level has approximately $5.62 billion of the taxpayer's money it is not using.
 
 
These surpluses equal to $1,358 for every man, woman and child in South Carolina, or $5,433 for a family of four. This does not include all the additional surpluses that exist in the school districts, cities, or counties in South Carolina. "Reporting deficits in government sets up the politicians to increase taxes or cuts services," asserted Panos. "Tax power is the only real power politicians have over the people. Take away that power, and the politicians are powerless to pander to their special interest supporters," continued Panos.
 
"South Carolina taxpayers need to understand that it is possible to have a simultaneous budget deficit and financial surpluses," exclaimed Panos. "This is the most deceiving topic that our politicians and news media have conveyed to South Carolinians about our state's financial matters. In realty, South Carolina can, and does simultaneously have a budget shortfall and a financial surplus of the taxpayers' money," proclaimed Panos.
 
 
According to Panos, "a budget is an estimate of the amount of money to be received and the amounts to be spent for various purposes in a given time. It is a planning and monitoring document. It matches revenues (income) and expenditures (expenses) for a given period of time, which is usually one year for most governments. It does NOT demonstrate the financial condition of South Carolina.
 
South Carolinians continually hear the phrase "budget shortfall" or "budget deficit." What this means is that projected (planned) expenditures will probably exceed projected (planned) revenues. When this happens, the politicians immediately want to raise our taxes and/or reduce services regardless of the financial condition of the state. It works every time. But the South Carolina Libertarian Party is doing something to change this fraudulent perception. We are actively seeking out all the taxing authorities in South Carolina.
 
Apparently they're everywhere! Once the SCLP finishes its investigation of the South Carolina CAFR, we will do everything in our power to inform the people of the fact that the State of South Carolina, along with the school districts are hiding surpluses and over taxing the people," promised Panos.

Call it what it is "Fraud"
 
The holding back from open mention and disclosure of the Annual Financial Report (The CAFR) by both Democratic and Republican parties and the syndicated Media in cooperation with organized Education for now over 50 years and promoting a selectively created Budget report that shows only 1/3 rd of the "gross" income and excludes the primary investment funds is criminal fraud no matter from what angle you look at it..
 
The Budget report is primarily the showing of Tax income and where that TAX revenue is spent. One little problem here, that being tax income is now only 1/3 rd of the annual gross income. The misimpression given to the public by strict presentation of a "Budget Report" was that tax income was 90% or so of what government brought in for the year. Government has created their own procedures, laws, and statutes to orchestrate this venture of selective presentation due to the money involved.
 
If IBM. XEROX, J&J, Microsoft, or Disney did the same to mislead their stock holders so that lower dividends and stock value could be manipulated, every one of the directors of those companies that participated would be sitting in the federal Penn after multiple SEC indictments and expedient convictions. Well, our local governments are doing the same and the money, power, egos, and arrogance goes rolling along unabated, and unabated to the tune that make all of the organized crime families combined and the money they generated over the decades appear to make all those organized crime families look like a bunch of kids selling lemonade on a street corner in comparison.
 
We are people, Human beings and not a resource to be masterfully manipulated for gain at the whims of our local bureaucrats. It is time to evolve and take back control of the reins and most important of all, regain our rightful inheritance.
 
"ALL" local governments can become self sufficient "without" taxation.
 
The TRF "Tax Retirement Fund" can make it happen in a blink of an eye when the force necessary to make it happen commences.
