levels for 50 years holds back open disclosure of its Annual Financial
Report (the CAFR) that shows many trillions more then shown in selectively
created Tax-Based budget reports provided for public consumption.

INCOME" 2/3rds of government's gross income is NONTAX income. www.CAFR1.com

- Composite Government now owns all of the wealth. The
holdings and investments of the total private sector are now insignificant
in comparison.

- CAFR started in 1946 out of Chicago as a directive from
METRO through GFOA (www.GFOA.org) Mandated at the request of GFOA by Federal
law in 1979 through GASB (Government Accounting Standards Board) transmittal
letter #1. It effectively allowed for government to transition from a "pay
as you go" structure into an administrative clearing house for revenue
collection as a "for profit" corporation.

up between now 83,000 local government CAFRs and Federal.
