They put it through and the results are starting to show in the first week as stated in my letter of April 7th 2004 to Arizona Governor Janet Napolitano. Well, her intent is now publicly shown to be what it is, not in the interests of the public but in the interests of the state Government's pocket. Please pay special attention to my note about the CAFR below my letter to Governor Napolitano.

Yours truly,

Walter Burien

Subj: Governor Janet Napoitano - Veto the Drunk time extension
Date: April 7th 2004
To: Governor Janet Napoitano

Governor Janet Napoitano
Arizona State Governor

Governor Napolitano:

Please Veto the one hour 2 AM extension of alcohol consumption. Do not approve this.

I grew up in NJ, and back in 1972 the age was 21 to drink, but in NY it was 18. So, with many from NJ going to NY to drink the bureaucrats in NJ said "Hey, NY is getting more money and money from us, so let's lower the age to 18 and we will get millions of extra revenue a day."

So they lowered the age to 18, and yes they got millions AND from the start and in a few years the teen and adult death rate jumped by 300%. Teen delinquency tripled also. Teen pregnancy went up by over 400%

Millions were made and generated to spend by the bureaucrats, the courts, the attorneys, and law enforcement, but further social decay and tragedy was inflicted on all of the people.

The similar results in traffic fatalities occurred when the time was increased in NJ from 1 AM to 2 AM, and then 2 AM to 3 AM in some counties. The money increased for the bureaucrats, the police made a killing on increased DUIs, the attorneys made a killing on the same, and the people suffered and more lives were lost. Lives lost both from the irresponsible drunk, but also many innocent victims who happened to be on the road, at one specific point, at the wrong second.

One bureaucrat from NJ back then was even quoted as saying "It's only drunks out on the road at that time so they will only be killing each other." This was not the case, and it showed the blatant disregard for lives over more money in the pocket.

You must in good conscience, if your concern is for the general public and not the bureaucratic money interests, Veto the this increase from 1 AM to 2 AM.

There is no question as to the to the increase in fatalities and social decay that takes place when the Drunk extension was approved in other venues, and the conclusive record spans 30 years.

It boils down to money gained in exchange for lives and social decay. Your position is not to discount those lives for a profit. Your job is to protect those lives.

Please Veto the Drunk drinking time extension.

I have forwarded on this communication to my national email list. Those that read, and forward themselves to others they know in Arizona will see where your intent rests based on your actions from the position of "Public Trust" that you hold.

Sincerely,

Personal Note for Rick D'Amico and FOX News staff:

The CAFR (Comprehensive Annual Financial Report) since 1946 Government's Annual Financial Report - The "Holy Grail" of accounting Blacked out from mention through cooperative efforts through the syndicated media, controlled education, and both political parties for now over 50 years.

The CAFR for government is the equivalent in the Catholic church of the Bible.

Could you imagine going to church and asking the priest for a copy of the Bible and getting a reply of; "Bible, what's that?" That is exactly how pervasive and orchestrated the blackout of the simple mention of the CAFR is within government circles across the land. But then, look at the money involved! The CAFR when digested shows that only 1/3 rd of governments gross income comes from taxation. Free country you say? Yes, free for our local governments to pillage unrestrained at public expense. Tax increase you say? The reality is that based on the standing amassed wealth as shown in most CAFRs, taxation can be phased out and governments can become self sufficient without taxation. The CAFR, is produced by every local government of which as of 2004 there are approximately 86,000. Each with their own investments and assets reported exclusively in there own CAFR. the composite totals of investment assets from all with federal is a conservative 60 trillion dollars. Broke you say? Only a drained populace, not our government. The illusion was created by promoting a selectively created Budget report showing a shortfall while holding back the Annual Financial Report which showed massive accrued wealth and income not shown on the selectively created budget report. This is not the exemption but the rule starting in 1946 and mandated to all local governments not already onboard by federal law in 1979. If this was true I would have heard about it you say? There is no if involved. It is a well established fact. The whole cooperative game due to the money involved was to follow that one journalistic rule; If it is not reported, it didn't happen! Look at the link on my site to download most State CAFRs. Then on the morning news casually mention; "We would like feedback from our listeners that have reviewed their City, County, School District, State's CAFR [Comprehensive Annual Financial Report] Government''s Annual Financial Report", and see what happens. Give the Federal GASB's (Government Accounting Standards Board) web link for downloading local government CAFRs.

If you are digesting what I am saying here, you will get the biggest wake-up call of your life. As you reflect back on your responsive conditioning to act the part over the years as instructed or led to believe, in face of the reality I have just disclosed to you, you will now be in a position to brake the ice by casual mention. The cooperative nondisclosure has been iron clad due to the money involved. Clearly break the ice and watch the real show begin. The education you get will be invaluable as you watch the rats scramble to obfuscate and cover their asses. This truly is "The Biggest Game in Town" break the ice Rick, Please. Do it by a request for feedback. Start the ball rolling and it will take on a life of its own of immense proportions. Do it for the Gypper kid!
