British scientists are winning the power struggle to develop an E-bomb which delivers a volt from the blue to the enemy, but keeps casualties to a minimum.
 
The electro-magnetic bomb can knock out electricity supplies, disabling armies before a single life is lost.
 
The weapon, which could change warfare forever, emits billions of watts, overloading and destroying electrical circuits, disabling tanks, aircraft and communication systems.
 
It could also be used to wipe out civilian phone, television and radio networks and cause the collapse of national power grids in a conflict.
 
Matro BAe Dynamics has developed the E-bomb at a site in the south west of England.
 
The company is believed to have given a highly-successful demonstration of the new weapon and persuaded the Ministry of Defence to invest in the project.
 
Nato chiefs are also interested, because they believe public opinion will no longer tolerate high civilian casualties such as those seen during the Gulf War with Saddam Hussein, pictured right.
 
The E-bomb breakthrough is a coup for the British defence community because the United States was tipped to be first in the West to introduce "non-lethal electronic weapons and Russian military experts were also believed to be close to success.
 
British defence chiefs believe the E-bomb will be as important as the introduction of the tank, radar or even the atomic bomb.
 
The weapon is fired in a 155mm shell or rocket using the same laser-guided technology as traditional smart bombs.
 
It carries just a tiny amount of explosives but is armed with the capability to emit a huge burst of electricity.
 
The Ministry of Defence has refused to comment on the development of E-bomb technology.
 
But Defence Minister Dr Lewis Moonie said: "It is our policy to keep abreast of technology in this and many other areas.
 
"I am withholding further information under the code of practice on access to government informations.
 
The development of radio-frequency weapons became a priority after intelligence reports stated the IRA were planning to use a crude E-bomb to close down the City of London.
 
Matro scientists made such good progress last year that the team won the BAe Systems chairman,s gold award for 2000.

The announcement of the award said the technology offered "a capability of exerting force or the fear of force, a completely new war-fighting capability to coerce and disable an adversary without inflicting lethal force.
 
One senior military officer said: "It is essential that Britain remains at the cutting edge of all military technology and the so-called radio frequency weapons are a prime example.
 
"The attraction of this technology is obvious because it can lead to an enemy being disabled before a shot is fired.
 
"Used properly it can even be deployed in areas of concentrated population without fear of civilian deaths.
 
"And by staying ahead of the field the Ministry of Defence is in a position where a threat from the IRA or any other hostile force can be dealt with effectively.
