- John Burns was the first governor of Hawaii. Back in
the days just prior to WWII Burns was well connected with the Asian and
Japanese-American community in Honolulu. He worked for an organization
known as The Espionage Bureau. This account, published in a biography
of Burns, indicates the U.S. was well aware that Pearl Harbor would be
attacked.

- "One week before the Japanese attack, Burns was
summoned to the FBI office by Robert Shivers. When he arrived, Shivers
called Burns into his office and said, "Close the door. I'm not telling
my men this, but I'm telling you. We're going to be attacked before the
week is out." Burns recalled that Shivers had tears in his eyes when
he spoke. The head of the FBI office in Honolulu then asked Burns to send
his staff from the Espionage Bureau to "take the pulse" of the
Japanese community."
