The NY Police Department may be able to prosecute for state crimes
against NY State. Hillary, Huma and others cannot be pardoned
for these state offenses.
There are only two restrictions on the President's pardon power...
He can only pardon 'offenses against the United States.' In other
words, FEDERAL crimes. He cannot pardon state and local crimes...or civil
lawsuits...or international crimes.
He cannot pardon in a 'case of impeachment.'

If Hellery gets indicted by a NY Grand Jury for her foundation in
NYC, she cannot be pardoned - or pardon herself if elacted President.
Looks like a seated President can only be impeached for crimes committed
while seated as President.
If a state has an active indictment against the president elect or a now-seated
President under proper statute of limitations,
It is most likely that the President would be exempt until out of office
but could pardon himself or the next President could pardon him upon leaving
office but only for Federal crimes not for State crimes.
So, what about impeachment? Pretty clear here. The House of Representatives
determined in 1873 that Presidents cannot be impeached for offenses they
committed before they took office. Since the conduct would have taken
place prior to her becoming President, she couldn’t be impeached for it.
Can a President pardon someone even if they are not convicted? The
answer is yes, according to a Supreme Court Decision.
