Termed 'Bankrupt' -
Force Said 'Disintegrating'

TORONTO - The Royal Canadian Mounted Police could be facing a desperate budget crunch.
 
Terry Smith, commanding officer of the Surrey, B.C. office, sent an angry email message to a colleague at the Vancouver headquarters. In the message, Smith wrote:
 
"Isn't is just about time we ... stated the obvious - WE ARE BANKRUPT - WE CANNOT AFFORD TO PROVIDE THE SERVICE EXPECTED OF US . . . the tools to accomplish the job are being taken away ... This short tirade is just the tip of the iceberg . . . we owe it to ourselves and our personnel to call a halt to this insanity . . . I am watching a force I love disintegrate/self-destruct before my eyes."
 
The budget crisis could lead to layoffs on the force. In Ottawa, a spokesman for the solicitor-general said, "the minister is aware of the financial pressures and is working on it ... hoping to find some longer-term solutions ... but has more to do."
 
Terry Smith says he did not expect his email to leak out. It does seem, however, as if his sentiments are shared by many rank-and-file RCMP officers.
