Dear Jeff,
 
As you probably know by now, there will be a two-day military "exercise" (incuding "urban guerrilla" and "amphibious landing" exercises) in the city of Monterey, California on March 13 and 14.
 
Whether relevant to this or not, there will be a conference on March 16 and 17 in Orange County (Newport Beach), California on Chemical/Biological (Urban) Terrorism.
