WINNIPEG - The chief of police
in Winnipeg says people in his department didn't follow proper procedures
this week when they ignored several 911 calls from two sisters. The women
were violently killed shortly after the last call.

- Police say the women called five times over an eight-hour
period before their deaths.

- When the police finally responded, they found the bodies
of two sisters, Corrine McKeowen and Doreen LeClair, at a house in the
city's north end. They apparently had been stabbed repeatedly.

- Police followed a trail of blood to another building
where they arrested a suspect.

- William John Dunlop, 30, has been charged with two counts
of second-degree murder. The CBC learned there was a court order against
Dunlop. He was supposed to stay away from McKeowen.

- The police chief has scheduled a news conference for
this afternoon.

- Four civilian 911 call-takers and a senior police officer
have been suspended.

- I read the article about the 911 problem in Winnipeg
and just wanted to say that this happens. In my own experience, now having
a protection order since 1989, the Seattle police stopped my right and
ability to contact 911 as directed by the court. For a five month period
if I called 911 to report violations, my reports were refused and often
the operator just hung up as soon as I stated my name. Eventually my home
was set on fire and it was found to be arson. So far nothing has happened

a result of its impact I contacted him for follow up discussion on the
